The Project

Overview

HSEPL is developing 5 MMTPA (Million Metric Tonnes Per Annum) greenfield LNG Terminal at Chhara, district Gir-Somnath, Gujarat, India. The LNG Terminal will be located within the boundary of all-weather direct berthing Chhara port being developed by Simar Port Private Limited (SPPL), a wholly owned subsidiary of SP Ports Private Limited (SPPPL). SPPL will be providing all necessary services associated with the safe transit and mooring of the LNG carriers at the port.

The Project involves development, construction and operation of LNG Terminal with all associated facilities for receipt, unloading, storage and regasification of LNG and supply of regasified LNG to the gas grid. Village Chhara Sarkhadi, District Gir-Somnath, Gujarat, India.

The Project is being executed through three separate EPC (Engineering, Procurement, Construction and Commissioning) packages:
  • Marine Facilities (EPC-1) will have one jetty including jetty trestle for unloading LNG ships, unloading arms, LNG recirculation lines, vapor return line, jetty control room and berthing and mooring dolphins. The receiving facility will be able to cater to carriers of 80,000 to 266,000 cubic meter capacity for unloading LNG.
  • LNG Storage Facilities (EPC-2) will have LNG storage system consisting of two nos. of 200,000 cubic meter full containment tanks and LP LNG send out system installed on tanks.
  • Regasification Facilities (EPC-3) will have following major systems:
    • LNG unloading system
    • Boil-off Gas (BOG) handling system
    • HP LNG send out system
    • LNG Vaporization system
    • LNG recirculation system
    • Flare system
    • LNG draining system
    • Fuel Gas Metering system
    • Truck Loading Facility
    • Utility Systems
    • Gas Engine Generator (GEG)

The plant layout has been developed with provision for capacity expansion from 5 MMTPA to 10 MMTPA. The Project shall be operated on tolling business model wherein off-takers will book capacity in the terminal on ‘Take or Pay’ basis. Off-takers will source the LNG, regasify it at the Chhara LNG Terminal, pay regasification charges, and sell the RLNG onwards to their end consumers through high pressure gas grid. HSEPL has obtained all the necessary regulatory approvals for commencement of construction activities for the Chhara LNG Terminal Project.
